Serving in her personal capacity, Dr. Quratulain Bakhteari is one of HomeNet South Asia’s Board Members. Dr. Bakhteari has over 35 years of experience in community organisation and development. Her pioneering work, in Pakistan, has mobilised generations and has helped them access education, sanitation, and primary health care. Since 1998, she has focused her energies on creating spaces for young people. The Institute for Development Studies and Practices (IDSP) is her brainchild. Based in Quetta, it’s a space which allows young people, to learn, reflect, and practice, community development and understand the local-global nexus. IDSP has produced over 7000 graduates - half of these are women from Pakistan’s traditional societies. 

Dr. Bakhteari has created and led the concept of Community Support Process for girls education in Pakistan’ s largest, yet most deprived province - Balochistan. The process has helped establish over 2000 community-supported schools for girls and over 300,000 girls have been enrolled in these schools in less than five years. She has also introduced the slums of Karachi to low-cost sanitation and home school education. In 2016, she was honoured with the Life Time Achievement Award by the Government of Balochistan.
